Celebrating Provider Excellence

The NC-TOPPS Kudos Corner is all about recognizing the agencies across our network who demonstrate excellence in NC-TOPPS reporting. Every timely submission, completed interview and goal-driven data point contributes to better outcomes for the individuals we serve—and we think that’s worth celebrating.

This page highlights top-performing agencies, answers frequently asked questions and connects you with the resources and support you need to stay successful with NC-TOPPS. Whether you’re featured this quarter or striving to get there next time, we’re glad you’re here.

This recognition applies to mental health and substance use provider agencies that submitted claims and completed all required NC-TOPPS initial interviews during the third quarter of fiscal year ’25-’26.

NC-TOPPS Expectations

Superuser Requirement

Each provider agency location is required to have at least one Superuser assigned in NC-TOPPS. Superusers are responsible for adding other users at their location and removing users who are no longer with the agency.

Interview Submission Requirements

Effective July 1, 2026, Initial Interviews must be completed in person within 30 days after services begin. Providers should still submit late Initial Interviews so Update Interviews can be completed. NC-TOPPS monitors 3-Month Update Interview submissions, and Partners may contact providers below the target to discuss barriers.

Member Age Group Changes

A new episode of care is not required when a member moves into a different age group, such as transitioning from child to adolescent or adolescent to adult. NC-TOPPS is intended to follow members continuously throughout their episode of care, regardless of age-group changes.

What is NC-TOPPS, and why is it important?

NC-TOPPS gives members a way to share their experiences with the services they receive. These interviews help ensure their voices are heard and their feedback informs care decisions. The data also supports overall quality improvement by showing how services affect members’ lives.

How does NC-TOPPS benefit providers?

NC-TOPPS offers providers access to a variety of reports, including the Outcomes at a Glance Dashboard 2.0. These tools help agencies:

  • Track member progress
  • Support goal setting
  • Evaluate treatment effectiveness
  • Make data-driven decisions

At the system level, the data helps inform how state and federal leaders allocate funding and resources.

Where can I find NC-TOPPS guides and tools?

You can access the NC-TOPPS Guidelines, Quick Start Guide, Resource Guide, FAQ document, Superuser Tools Guide and printable interview forms at:
https://nctopps.ncdmh.net/dev/GettingStartedWithNCTOPPS.asp

Updated materials are typically posted each July at the start of the new fiscal year.

Who should I contact with questions or technical issues?

Please note: Some issues may require additional time to resolve.

When do I need to request a member’s NC-TOPPS history transfer?

If a member is moving to a new provider and the current agency has not submitted an Episode Completion interview, their NC-TOPPS history must be transferred. If the Episode Completion is already submitted, a new initial interview can be started.

To initiate a transfer:

  • Request the Authorization Form from the Partners Help Desk
  • Ensure the form is fully completed and legible
  • Partners will also provide the appropriate date range to include

Do I need to submit an Episode Completion interview for out-of-state transfers?

Yes. If a member is transferring to a provider outside North Carolina, an Episode Completion interview must be submitted in NC-TOPPS.

What if a member receives more than one qualifying service?

Refer to the hierarchy chart in the NC-TOPPS Guidelines or FAQ document to determine which service should be used when completing interviews.

Is a Superuser required for every provider agency?

Yes. Each agency must designate at least one Superuser. Superusers manage user access and can view all interview activity for their agency.

  • If no Superuser is listed, user account requests will remain pending.
  • Partners does not approve individual user requests for existing agencies.

To request Superuser access, contact NC-TOPPS or the Partners Help Desk to obtain the enrollment form.
