Issued: November 5, 2025
What is happening?
Effective Oct. 1, 2025, Partners Health Management launched a newly approved In Lieu of Service (ILOS) called Transitional Youth Services (TYS) for Tailored Plan members.
This service, formerly known as Young Adults in Transition (YAT), was previously discontinued by the N.C. Department of Health and Human Services (NCDHHS). It has now been redefined, approved and reinstated to better support youth as they move toward independence.
To ensure a smooth implementation, providers should pause all authorization and claim submissions for TYS until Nov. 17, 2025. This pause allows sufficient time for Partners to complete necessary system updates and implementation processes.
Where can providers find additional information?
For clinical information, providers can refer to the Partners ILOS TYS service definition located on the Partners Provider Knowledge Base.
