Issued: December 2, 2025
Effective Jan. 20, 2026, Partners Health Management will implement updates to the In Lieu of Service (ILOS) previously known as Youth Assertive Community Treatment Team (ACTT). The service will now be referred to as Child Assertive Community Treatment (ACT), and several revisions have been made to align with statewide standardization efforts across North Carolina LME/MCOs.
What is Happening?
Effective Jan. 20, 2026, the Youth ACTT service definition will be renamed Child ACT to align with statewide standardization efforts across North Carolina LME/MCOs. The following changes will apply:
Service Updates
- Age range revised: 10–18 years (previously 12–18).
- Expanded expected outcomes and technical wording updates throughout the definition.
- The code change is subtle, and the codes appear very similar, so we ask that providers please review carefully and remain mindful when submitting claims.
- Code Crosswalk:
| Youth ACTT Current Code | Child ACT New Code Effective Jan. 20, 2026 |
| H0040 HA U5 | H0040 U5 HA |
