Partners Health Management is issuing this alert to notify providers of the Non-UCR invoice submission deadlines for fiscal year-end. Each year, the North Carolina Department of Health and Human Services (NCDHHS) implements an early cutoff for Non-UCR State Special Categorical Funds.
For FY 26, the state’s deadline is Thursday, June 4. This means providers must submit all invoices for State Allocations (i.e., BHISS, TBI and TCLI) to nonucr@partnersbhm.org by Monday, June 1 in order to be paid by Wednesday, June 3, ahead of the state’s deadline.
Invoices for Federal Allocations for expenses incurred through May 31 are due by Monday, June 1.
All other invoices for FY 26 are due by Monday, July 6. (This deadline includes County, Medicaid and State funds not issued by Allocation letter, and June invoices for Federal Allocations.)
What is happening?
- The state has set a deadline of Thursday, June 4, 2026, for Partners to submit Non-UCR invoices for fiscal year end.
- This means providers must submit Non-UCR invoices to Partners by Monday, June 1.
What do providers need to do?
Providers must:
- Submit all invoices for State Allocations (i.e., BHISS, TBI AND TCLI) to nonucr@partnersbhm.org by Monday, June 1.
- Submit all invoices for Federal Allocations for expenses incurred through May 31 to Partners by Monday, June 1.
- Submit all other invoices for FY 26 to Partners by Monday, July 6. (This includes County, Medicaid State funds not issued by Allocation letter, and June invoices for Federal Allocations.)
- Be sure to submit invoices directly to nonucr@partnersbhm.org.
- Review their funding sources that are listed in the Non-UCR grid under Attachment A of their contract. It is your responsibility as a provider to meet all deadlines.
What do providers need to know?
These are hard deadlines, and they are in place to ensure Partners can meet the Division’s deadline:
Monday, June 1 – All invoices for State Allocations (i.e., BHISS, TBI AND TCLI)
Monday, June 1 – All invoices for Federal Allocations for expenses incurred through May 31
Monday, July 6 – All other invoices for FY26 (County, Medicaid, State funds not issued by Allocation letter, and June invoices for Federal Allocations.)
